Chapter I General Provisions
Article 1 In order to effectively implement the supervision of power safety production, ensure the safety of the power system, and maintain social stability, these Measures are formulated in accordance with the relevant laws and regulations of the People's Republic of China Safety Production Law and the Electricity Law of the People's Republic of China.
Article 2 The safe production of electric power must adhere to the principle of “safety first, prevention firstâ€.
Article 3 The goal of electric power safety production is to maintain the safety and stability of the power system, ensure the normal supply of electricity, prevent and eliminate personal deaths, large-scale power outages, serious damage to main equipment, power plant dams, major fires, and other major accidents and social causes. Article 4 The State encourages and encourages power companies to use, develop and continuously promote advanced and applicable technical equipment and scientific management methods that are conducive to ensuring the safety and reliability of power systems, and realize technological innovation and management innovation in power safety production.
Article 5 These Measures are applicable to power grid operating enterprises, power supply enterprises and power generation enterprises engaged in power production and operation within the territory of the People's Republic of China.
Chapter II Supervision and Management of Power Safety Production
Article 6 In accordance with the authorization of the State Council, the State Electricity Regulatory Commission (hereinafter referred to as the Electricity Regulatory Commission) is specifically responsible for the supervision and administration of national electricity safety production, and the State Administration of Work Safety is responsible for the overall management of national power safety production.
Article 7 The SERC shall establish a power safety production supervision institution to exercise the following duties of power safety supervision and management:
(1) Responsible for organizing and formulating rules and standards for electric power safety production according to law.
(2) Organizing major inspections of electric power safety production and supervising the implementation of various measures for safe production.
(3) Responsible for the statistics, analysis and release of national electricity safety production information.
(4) Organizing investigations on major and extraordinarily large safety production accidents occurred in the national power industry.
(5) Organizing inspection, diagnosis, analysis and evaluation of the safety production status of electric power enterprises.
(6) Giving commendations and rewards to those who have made contributions to the work safety production, and proposing penalties for the units and personnel responsible for the accident.
Chapter III Safety Production Responsibility of Power Enterprises
Article 8 Electric power enterprises are the main responsibility of electric power safety production. State Grid Corporation and China Southern Power Grid Co., Ltd. are responsible for grid security within their respective jurisdictions. The responsibility for the safety of China Southern Power Grid and other regional grid interconnection lines is borne by State Grid Corporation, specifically in the networking protocol. Power generation enterprises are responsible for the safe production of enterprises within their jurisdiction in accordance with the principle of “who is in charge and who is responsibleâ€.
Article 9 All power companies shall be fully responsible for the safe production of their own units. Its main administrative person in charge is the first person responsible for safe production.
(1) Establish and implement a safety production responsibility system at the same level.
(2) Establish and improve the electric power safety production guarantee system and the electric power safety production supervision system; strictly abide by the state's laws, regulations and industry regulations and standards concerning electric power safety.

(4) Supervising and inspecting safety production work and eliminating hidden dangers in time.
(5) Implementing safety production education and training.
Chapter IV Power System Security
Article 10 Power grid operating enterprises, power supply enterprises, power generation enterprises, and power users are responsible for jointly maintaining the safety and stability of the power system.
Article 11 The operation of the power system adheres to the principle of unified dispatch and hierarchical management, and establishes a unified and scientific dispatch coordination system.
Article 12 The power grid operation management department and the power grid dispatching agency shall strictly implement the "Power System Safety and Stability Guidelines" to prevent the grid from being unstable and causing collapse; organize the preparation of an accident emergency response plan suitable for the actual network.
Article 13 The power grid dispatching agencies at all levels are the command centers for power grid accident handling, and the shift dispatchers are the commanders of power grid accident handling. The dispatching agency shall strengthen the coordination of the network and the factory, establish a long-term mechanism for the security of the power system, strictly enforce the dispatching procedures, and prohibit the order. When an accident that jeopardizes the safety of the power system or a situation that threatens the safety of the power grid occurs, the dispatching agency has the right to take necessary measures and emergency measures.
Article 14 Power plants operating in parallel, which involve grid safety, stable excitation systems and speed control systems, relay protection systems and safety automatic devices, dispatching communications and automation equipment, etc. shall meet the requirements of the power grid.
Article 15 Power users shall meet the safety requirements of the power grid, and shall comply with the regulations on safe use of electricity in the process of using electricity.
Article 16 Electric power enterprises shall strengthen the protection of power facilities and strictly prevent illegal construction and theft of power facilities and other serious hazards to power safety.
Chapter V Information Report on Power Safety Production
Article 17 All power grid operating enterprises, power supply enterprises and power generation enterprises shall submit power safety production information in accordance with the provisions of the Electricity Regulatory Commission on the submission of information on power safety production.
Article 18 When major, extraordinarily serious personal accidents, power grid accidents, equipment damage accidents, power plant dam accidents and fire accidents occur, report to the SERC immediately, the time shall not exceed 24 hours. At the same time, it will be copied to the State Administration of Work Safety and relevant departments of the local government.
Article 19 The submission of information on power safety production shall be timely and accurate, and shall not be concealed, not reported, or delayed.
Chapter VI Accident Investigation and Treatment
Article 20 After an accident occurs in an electric power enterprise, the relevant personnel at the scene of the accident shall immediately report to the person in charge of the unit. After receiving the accident report, the person in charge of the unit shall promptly take effective measures to organize rescue, prevent accidents from expanding, reduce casualties and property losses, and report to the relevant units in accordance with regulations.
Article 21: Accident investigation and processing authority:
The heavy and serious accidents of direct loss of more than 3 people or 5 million yuan (RMB) or more, as well as large-scale blackouts in the power grid, are investigated and handled by the SERC. The major accidents that caused direct death of more than 30 people or more than 20 million yuan (RMB) were investigated and handled by the State Administration of Work Safety in accordance with the requirements of the State Administration of Work Safety. Accidents that the SERC considers necessary to investigate are also subject to these regulations.
Article 22 Accident investigation shall, in accordance with the principles of seeking truth from facts and respecting science, promptly and accurately identify the cause of the accident, the nature of the accident and the responsibility of the accident, sum up the lessons of the accident, propose corrective measures, and propose treatment opinions for those responsible for the accident.
Article 23 In the investigation of an accident, the accident investigation unit has the right to take the following measures:
(1) Investigate and collect evidence on the scene of the accident, require the unit where the accident occurred and relevant personnel to protect the scene of the accident, and provide the original records, materials and other related materials related to the accident.
(2) Requiring the accident unit and relevant personnel to explain and explain the deadlines for the problems involved in the accident.
(3) Other measures deemed necessary.
Article 24 After an accident has occurred and is determined to be a liability accident by investigation, the SERC will investigate the responsibility of the responsible unit and the responsible person in accordance with the relevant laws and regulations.
Chapter VII Supplementary Provisions
Article 25 Power grid operating enterprises, power supply enterprises and power generation enterprises may formulate implementation measures in accordance with these Measures.
Article 26 These Measures shall come into force as of the date of promulgation.
